On August 14th, it was learned from the Housing and Urban-Rural Development Bureau of Yancheng City that recently, six departments including the Housing and Urban-Rural Development Bureau of Yancheng City jointly issued the "Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market", proposing to increase the supply of high-quality housing and provide more "good houses" that meet the improvement needs of the people.
In fact, recently, various regions have been intensively introducing local standards for "good houses". By integrating regional development characteristics, they are building a high-quality residential standard system to promote the upgrading of residential construction towards safety and comfort, greenness and intelligence, and friendliness for all ages.
According to a review by a reporter from the Securities Daily, since July, nearly ten places including Shenyang, Chengdu and Xiamen have introduced relevant regulations for "good houses". In addition, various regions have also supported the construction of "good houses" through measures such as installment payment of land transfer fees and increasing the loan limit for housing provident funds.
Refine standards in accordance with local conditions
Building "good houses" is an important measure to meet the diversified housing needs of residents and promote the establishment of a new model for real estate development. Li Yujia, chief researcher at the Guangdong Provincial Housing Policy Research Center, told the Securities Daily that "good houses" provide products that better meet market demands, have better quality and facilities from the supply side. They not only avoid homogenized competition and help stabilize the market, but also activate incremental and improvement demands, which is conducive to promoting a virtuous cycle in the real estate market.
At present, the national standard "Code for Residential Projects" has been officially implemented. Many places have implemented the requirements of the "Good House" project, adhering to the construction goals of "safety, comfort, greenness and intelligence", and have recently issued technical guidelines or relevant design standards for "Good Houses".
For instance, the "Guidelines for the Design of Good Housing in Chengdu (Trial)" released by the Chengdu Municipal Housing and Urban-Rural Development Bureau on August 1st stipulates that "the application ratio of green building materials should not be less than 10%, and the use of highly polluting and energy-consuming building materials is prohibited", and proposes that "residential areas should be equipped with smart property service management platforms" and "indoor units should be set up with whole-house intelligent systems".
The draft of the "Residential Design Standard" for engineering construction in Shanghai, released on July 21st, clearly states that the design of intelligent systems and the selection of equipment for residential communities and buildings should take into account functional practicality, technological advancement, equipment standardization, network openness, system reliability and scalability, and be able to meet the application requirements of smart homes.
To enhance the pertinence of the "Good House" standards, various regions have also formulated local standards based on local climate characteristics, geographical locations, living habits and other factors in accordance with local conditions.
The "Implementation Plan for the Development and Construction of High-Quality Residential Buildings in Shenyang (2025-2027)" released by the Shenyang Municipal Bureau of Urban and Rural Construction and two other departments on August 8th requires that, based on the climatic characteristics of the severe cold regions in the north, a characteristic technical standard system be formulated to enhance energy conservation, insulation and cold adaptability.
The "Guidelines for Design Evaluation of High-Quality Residential Projects in Xiamen City" released by the Xiamen Municipal Housing and Construction Bureau on July 24th, based on the actual situation of Xiamen's rainy climate and easy waterlogging, puts forward corresponding waterproofing design requirements for buildings.
Cao Jingjing, general manager of the Index Research Department of the China Index Academy, said that various regions have formulated differentiated standards for "good houses" in light of their local climate characteristics and resource endowments. For instance, Fujian Province stipulates that air moisture-proof and dehumidification equipment should be reserved or installed in the first-floor foyer, while Beijing supplements public service functions through designs such as elevated ground floors and covered walkways. These standards are based on the actual local needs, precisely addressing the pain points of local residents and avoiding the waste of resources caused by "one-size-fits-all" policies.
Li Yujia believes that the local authorities' introduction of relevant standards for "good houses" conveys to the market the direction of "good house" construction that the local area should encourage and support, thereby guiding market supply entities to carry out targeted supply optimization.
Improve the support measures for "good houses"
While clarifying the norms for "good houses", various regions have also been providing support in terms of land, finance and fiscal policies for the construction and purchase of "good houses".
The above-mentioned implementation plan released by Shenyang proposes that high-quality residential projects can pay the land transfer fee in installments. The down payment (including the deposit) is 50% of the transaction price and should be paid within one month from the date of transaction, and the remaining balance should be paid off within one year.
The "Action Plan for Promoting the Construction of 'Good Houses' in Putian City" released by 11 departments including the Housing and Urban-Rural Development Bureau of Putian City on August 1st clearly states that banks and other financial institutions are encouraged to open green channels for eligible "Good House" projects, increase credit support, and reduce the cost of credit financing. For "good houses" recognized by the housing construction authorities of each county (district), the maximum amount of housing provident fund loans will be increased by a certain proportion.
Li Yujia said that the local authorities' introduction of supporting policies for "good houses", such as planning and land use support, optimization of floor area planning methods, and financial and tax support, can lower the threshold and cost of developing and constructing "good houses".
Cao Jingjing believes that supportive measures for the "Good House" project can not only relieve the financial pressure on developers but also stimulate the motivation of real estate enterprises in product innovation and technology application, accelerating the implementation of the "Good House" project. In the future, the supporting policies for "good houses" in areas such as planning, land, finance and banking will be further detailed and implemented, and continuously improved.
Li Yujia suggested that to further promote the implementation of "good house" construction, local governments should reduce land costs from the source and encourage developers to increase investment in high-quality residential construction. Meanwhile, localities can enhance municipal and public service facilities, ensuring that construction begins immediately upon land acquisition and property certificates are issued upon delivery, to help developers minimize their overall costs.
