On July 22nd, it was learned from the Department of Natural Resources of the Autonomous Region that the region has fully launched the compilation of the "Overall Plan for Mineral Resources of Ningxia Hui Autonomous Region (2026-2030)", and simultaneously arranged the related work for the compilation of mineral resources plans at the municipal and county levels.
It is reported that the formulation of this "Plan" adheres to the principles of "ecological priority and green development, conservation and intensive use, efficient utilization, safety guarantee and optimized layout, problem-oriented and precise policy implementation", which will further optimize the layout and structure of mineral resource exploration, development and protection, strengthen the leading role of scientific and technological innovation and digital empowerment Build a new pattern of safe, green, efficient and coordinated development and utilization of mineral resources, improve the modern governance system for mineral resources, and provide solid and reliable mineral resource support for the high-quality development and modernization of Ningxia's economy and society.
In this regard, the Natural Resources Department of our district will conduct in-depth research on five special topics, namely, the high-quality development and security guarantee of the entire chain of energy and mineral resources, the green and efficient development and sustainable development of uranium and shale gas, and the comprehensive assessment and decision support for the development and utilization level of mineral resources, to clarify the basic ideas and main goals of the planning. Plan major tasks, key projects and important reform measures for the exploration, exploitation, utilization and protection of mineral resources in the autonomous region during the "15th Five-Year Plan" period, and lay a solid foundation for the compilation of the overall plan.
We will conduct a comprehensive assessment of the implementation of the four-round plan, evaluate the achievement of planning goals, the progress of key tasks and the effectiveness of planning implementation, summarize implementation experience, analyze existing problems and their causes, and thereby improve and strengthen the compilation of the 15th Five-Year Plan. Wei Ming, director of the Mineral Resources Protection and Supervision Division of the Natural Resources Department of the Autonomous Region, introduced that the Natural resources Department of our region will enhance the integration and connection of this plan with other types of plans, and horizontally ensure its integration and connection with the national economic and social development plan, the territorial space plan, and the strategic arrangements and spatial governance proposed in the field of mineral resources. Vertically, it is necessary to formulate and break down the goals and indicators of national planning and autonomous region planning, and strengthen the guidance and review of the planning compilation of lower-level planning. Problems arising in the planning compilation process should be solved in a timely manner to ensure that all tasks can be advanced in an orderly manner and effectively implemented.
In addition, our district will adhere to scientific decision-making, unify top-level design and seek advice from the people, strengthen research and argumentation, widely build consensus, pay attention to the systematicness, integrity and coordination of the goals, tasks and policy measures, and effectively enhance the guidance, operability and binding force of the planning. We will form a working synergy with the mindset of "one chessboard", and carry out special research, planning compilation and other work simultaneously. After the basic draft of the plan is completed, the water resources argumentation, environmental impact assessment argumentation and other work will also be carried out simultaneously.
